Understanding a property deal in Azerbaijan means understanding the numbers behind it. This glossary covers the pricing, tax, and financing terms most commonly encountered by buyers and investors, from the local currency to mortgage conditions for foreigners.
Currency and Pricing
Manat (AZN) — The national currency of Azerbaijan. Most property listings and contracts are denominated in manat, though some new developments also quote prices in US dollars for the convenience of foreign buyers.
Price per square meter — The standard unit for comparing property values across different buildings and neighborhoods, calculated by dividing the total sale price by the property's floor area.
Exchange rate risk — The possibility that fluctuations between the manat and a buyer's home currency affect the real cost of a purchase or the value of future rental income when converted back.
Currency conversion / repatriation of funds — The process of converting proceeds from a sale, or rental income, into another currency and transferring them abroad, which may involve documentation requirements from local banks.
Reservation fee — A relatively small, often non-refundable payment made to a developer or seller to temporarily take a unit off the market while the buyer arranges financing or documentation.
Down payment / deposit (beh) — An initial sum paid at the signing of the preliminary agreement, demonstrating serious intent and typically credited against the final purchase price.
Taxes and Fees
Property transfer tax — A one-time tax paid on the transfer of ownership from seller to buyer, calculated as a percentage of the sale price or the property's assessed value.
Annual property tax — A recurring tax levied on property owners each year, based on factors such as location, size, and the type of building.
Rental income tax — Tax owed on income earned from leasing out a property, which may be assessed differently depending on whether the landlord is a private individual or a registered business.
VAT on new-build sales (ƏDV) — Value-added tax that can apply to the sale of newly constructed units sold directly by a developer, though certain residential transactions may qualify for exemptions.
Capital gains tax — A tax on the profit realized when a property is sold for more than its original purchase price, sometimes reduced or waived depending on the ownership period.
State duty / registration fee — A government charge paid to register the transfer of ownership in the State Real Estate Register, separate from any transfer tax.
Notary fee — The cost of having a sale contract or power of attorney certified by a notary, typically calculated as a percentage of the transaction value or as a fixed administrative charge.
Agent commission — The fee paid to a real estate agent or brokerage for facilitating a sale or rental, usually a percentage of the transaction price and payable by the seller, buyer, or both depending on local custom.
Closing costs — The combined total of taxes, fees, and administrative charges due at the completion of a purchase, beyond the agreed sale price itself.
Double taxation treaty — An agreement between Azerbaijan and another country designed to prevent the same income, such as rental earnings, from being taxed twice for a foreign owner.
Yield and Investment Metrics
Gross yield — The annual rental income from a property expressed as a percentage of its purchase price, before deducting operating costs, taxes, or fees.
Net yield — A more precise investment measure that subtracts operating expenses, taxes, and management costs from rental income before calculating the percentage return.
Appraisal / valuation report — A professional assessment of a property's market value, often required by banks before approving a mortgage or by sellers to justify an asking price.
Inflation-linked pricing — A pricing approach, sometimes used in longer off-plan payment schedules, where remaining installments are adjusted to account for inflation or currency movements.
Off-Plan and Developer Financing
Off-plan payment schedule — A structured series of installments a buyer pays to a developer over the course of construction, rather than the full price upfront.
Installment plan (developer financing) — An arrangement where the developer itself, rather than a bank, allows the buyer to pay the purchase price over time, often interest-free or at a modest markup.
Escrow account — A secure account, sometimes used in off-plan sales, where buyer payments are held by a neutral third party until agreed construction milestones are met.
Bank guarantee — A commitment from a bank ensuring a developer's obligations, such as construction completion, are backed financially, offering buyers additional security in off-plan purchases.
Mortgages and Ongoing Costs
Mortgage for foreigners — A home loan structure that some Azerbaijani banks offer to non-citizens, typically with stricter down payment and documentation requirements than for local buyers.
Loan-to-value ratio (LTV) — The percentage of a property's value that a bank is willing to lend, with the remainder required as a down payment from the borrower.
Fixed vs. floating interest rate — The two basic structures for mortgage interest: a fixed rate stays constant for the loan term, while a floating rate can rise or fall in line with market benchmarks.
Grace period — An initial phase of a mortgage or installment plan during which the borrower may pay reduced amounts or interest only, before full repayments begin.
Service charge / maintenance fee — A regular payment to a building's management company covering upkeep of shared spaces, security, and common utilities.
Utility deposit — A refundable sum paid when opening utility accounts for electricity, gas, or water, sometimes required from new owners or tenants.
